Open access publication agreements with publishers
As part of the agreements negotiated by the Couperin Consortium (French only) for all French higher education and research establishments, researchers at the University of Lille who publish in open access with certain academic publishers can benefit from preferential rates, and in some cases even exemption from APCs.
These agreements are sometimes described as ‘transformative’, as they aim to shift the subscription budget paid by institutions towards a model of upstream publication funding, so that articles are published natively in open access.

Possibility of publishing in open access without APCs in all ACM journals and conferences.
To benefit from the agreement, the article must be submitted with a univ-lille.fr email address.
Among the licence options, we recommend the choice of a non-exclusive licence and a CC-BY licence.

Open access publication without APCs is possible in 2,480 Elsevier journals.
Please note: The journals Cell Press and The Lancet are excluded from this agreement.

Free open access publication in the publisher's journals. The APCs are paid directly by the French Ministry of Higher Education and Research as part of this agreement, which is supported by the open publishing support plan.

Possibility of publishing in open access in the publisher's hybrid journals without paying APCs.
If the author chooses the open access option and indicates that they are affiliated with a subscribing institution, the APC will not be charged.
Please note: there is a maximum quota of free open access articles that can be published at the national level, which corresponds to around two-thirds of the estimated output.
Once the annual national stock has been used up, it will therefore be necessary to pay APCs to publish new OA articles in RSC hybrid journals before the end of the year, with a 15% discount on the public price. It will still be possible to publish in the traditional way (subscription-only access). The need to pay or not to pay APCs should be explicitly stated when choosing between open access and the traditional route. If in doubt, please contact the APC service at apc-scduniv-lillefr.
The agreement also includes a 15% discount on APCs for the publisher's full Open Access journals.
